Mr. Roger Goodell
Commissioner
National Football League
345 Park Avenue

Dear Commissioner Goodell:
Please accept my letter and resume as an application for the Senior Vice President of Officiating opening with the National Football League. Having watched the NFL for almost 40 years and extensive rules background, I will make an excellent addition to your staff.
I am particularly excited about the opportunity to join the National Football League, as my qualifications and interest appear well suited for the company. Along with my many years as a fan, I have become deeply interested in the rules of football. After a slight downturn in ratings last season, I believe the following suggestions can make football great again.
Players are encouraged to celebrate following touchdowns. Should the celebration not
reach a certain standard, the Players Celebration Committee of Antonio Brown, Cam Newton and Josh Norman can levy fines the following week.
No celebrations will be allowed for first downs at any time before 5 minutes remaining in the game. Penalty for such celebrations will be 15 yards and loss of down.
Defensively, celebrations are allowed only following turnovers and sacks on 3rd downs. Penalty for premature celebrations is automatic first down.
To simplify pass interference, the defender will no longer be required to have his head turned around. I also suggest coaches be allowed one challenge of a penalty per game. Regardless if they win or lose the challenge.
I’ll also make it clear what a catch is; possession with two feet down inbounds. No more, have to make a football move or take it all the way to the ground, when beyond the sidelines or end lines.
I have attached my resume; please let me know if you need any additional materials. I welcome the opportunity to discuss it further and can be reached at (337) 889-7825 or [email protected]. Thank you very much for your time and consideration.
Sincerely,
David Schultz
